Cut off any excess around all four sides so that all three layers are the exact same size image 2. This will keep it from slipping both while you paint and when you walk on it afterwards. Then lay the fabric right side up on top of those two layers making sure it is nice and flat as well image 1. Lay out the hemmed drop cloth flat on the floor and attach area rug tape to the underside.

On my strip of drop cloth i used glue to fold about half a inch of it over to make a neat line i do this on both sides with glue and then add more glue to the strip and place the rug on top of half of the strip and and add more glue and fold the other half of the strip on top of the rug. Starting with the long sides fold the fabric edges up over the mat. Spray glue is sold like spray paint in a can no equipment needed but it does cost about 8 a can. Lay the cotton batting on top of the rug pad also pressing out any creases or folds.

When you cut the rug base to the size you have determined that you want use a straight edge and mark a line on the outside border of the vinyl to make sure that you cut in a straight line. White glue like elmers would work. What you need to do is apply the glue to the vinyl and use a paint brush to smooth it out. Now place the fabric on a smooth clean surface design side down.

Next break out your fabric paint painter s tape and a foam brush. If you added two inches of fabric fold the fabric on top of itself first to create a hem and then fold over the mat. Spray the rug backing s smooth side with adhesive spray and place it onto the fabric. I wanted a simple striped border in burgundy to match the rest of my bedroom decor.

Place the fabric over it and smooth it out.
