If you want to remove the risk of fringe being torn away entirely then you can hide the fringe.
How to hide rug fringe.
Fringes on genuine hand knotted rugs are extensions of the warp threads which with the weft form the structure for making the knots and are therefore an intrinsic part of the rug.
In this process the fringe stays attached to your rug but is hidden and secured underneath the rug or wrapped in wool binding.
